Full Council
Full Council meets normally the 3rd Monday of each month.
Sub-Committees
The council has five committees which meet regularly:
Planning Committee
The Planning Committee meets four weekly to analyse and comment on all Parish planning applications. The Parish Council is a representative for the local community and does not have specific powers for planning matters. Any comments made are reported and considered by the Planning Authority at the District Council.
Grounds Committee
The Grounds Committee meets quarterly and has responsibility for the maintenance of the following playing fields in the parish:
West Liss Recreation Ground
This area is registered as a village green and is managed as a registered charity with the Parish Council acting as trustee.
Liss Forest Recreation Ground
Is in the direct ownership of the parish Council.
Newman Collard Playing Fields
The Parish Council maintains the playing fields, the pond and the Centenary Garden on behalf of the Newman Collard Playing Fields Trust. The Trust was established in 1966 to manage the playing fields on behalf of the residents of Liss. A small part of the playing fields is in the direct ownership of the Parish Council. The Centenary Garden was opened in 1994 and has a rolling programme of planting. A rose garden has also been planted, with the plants donated by members of the public. The garden is also the setting of the Millennium Mosaic created by villagers and depicting the many activities enjoyed in the village.
Tennis courts are available for public hire. Details here:- http://www.nctennisclub.hampshire.org.uk/Times/Times.htm
Each playing field has a play equipment area, which has been progressively updated over the last decade. Basketball practice areas have been established at Newman Collard and Liss Forest. The equipment is inspected periodically to meet Health and Safety requirements.
Informal Open Space
The Riverside Railway Walk extends from Liss Station to Forest Road in Greatham Parish. The Parish Council owns and is responsible for the upkeep of the southern end of the walk, from the station to the picnic area. The remainder is owned by East Hampshire District Council. The area has been designated a local nature reserve and is subject to a management plan. Day to day stewardship is in the hands of the Liss Conservation Volunteers.
Allotments
There are approximately 120 plots which are available for annual rent.
Buildings Committee
The Buildings Committee meets quarterly and has responsibility for the following:
Liss Village Hall (a registered charity)
The Council Room
West Liss Pavilion
Garage and toilet block at Newman Collard Playing Fields
Finance Committee
The Finance Committee meets quarterly and has responsibility for setting the budget, monitoring income and expenditure, recommending grant allocations and reviewing rates of charges.
Highways, Transport and Footpaths Committee
