Liss Bowl - Update March 2009
The following motion was proposed to Liss Parish Council by Councillor P Payne at the Council meeting on 20th July 2009:
“ Liss Parish Council resolves to provide a concrete skatebowl on the Newman Collard Trust controlled land at the Centenary Gardens, subject to a successful professional noise survey, and obtaining any necessary planning permission, or certificate of lawful use.”
This motion was carried with 4 in favour and 2 abstentions. Cllr Logan abstained arising from her position on EHDC Planning Committee.
Planning:
We have heard verbally from EHDC that planing will not be required for either of the two
original sites or the new one being considered. Written confirmation has now been received 01.04.09.
Soil survey (summary):
We have received the written report. The conclusion is that both sites are feasible,
but that WLR will be more expensive due to the ground conditions. This will be
built into the cost comparison of the sites. The ground conditions at the new proposed
site are similar the one already checked at NC.
Planning
A letter from EHDC Planning Manager received 2 April reads:
"It is understood to comprise a hole in the ground with a volume of approximately 100 cubic metres lined with
concrete that adds a further 20-22 cubic metres. The total volume of the whole structure, including the
volume of the bowl itself would amount therefore to 120-122 cubic metres.
Based on the information that you and your Chairman have provided, it is my informal opinion that the
works you propose would comprise permitted development under the terms of Class A of Part 12 of
Schedule 12 because the proposed volume of the works, including the volume of the bowl itself, would
be less than 200 cubic metres.
The informal opinion is based on the information you and your Chairman have supplied. Should you require
a formal opinion then a Certificate of Proposed Use would need to be submitted to this Council."
